AC on 2001 Dodge Stratus only works on acceleration?

The windows don't go down so I rely on the air conditioner. However, the air will only blow when I press the accelerator. The harder I press the accelerator, the more air blows. I'm thinking it's the blower motor resistor. Any ideas?
