Are these signs that he is interested, but shy?

I like this guy that lives next door to me. I had him for a class in school and I was able to know him a bit even though we never talked. He was always participating and very talkative. So then, after I got the courage to talk to him I told him that we should get to know each other. I noticed he got nervous, but he said yes. Three days passed and he didn't say anything. I then went up to his house and asked him if he wanted to hang out. He said he was busy, but he'd let me know when. However, he hasn't responded back. He did, however, came to my house to ask my dad to remove his car from the driveway because they were going out. They usually honk at anyone, so I was surprised he actually came to tell us to move our car. Is that a sign that he is interested, but shy to ask a guy out? If so, what do I do?
