Capacitor wont charge?

I have a Bullz 4.4 Capacitor and I cant get it to charge. I have a 4 gauge power wire going from the battery to the Cap (I took the fuse out and of the fuse holder and hooked up a 12v light bulb in its place), I have 4 gauge ground wire grounded. The cap display will not turn on and it just makes a high pitch noise. The light bulb lights up but the cap isnt charging. please help!!!!!!! The cap didn't come with a resistor
