94 chevy 6.5 turbo diesel fuel problems?

I got a 94 chevy 1500 4x4 6.5 td. when i floor it in park or in gear it pauses at 2k rpms for a few seconds the jumps straight to 3krpms then will not go past 3k at all. i have replaced 3 pmd's/fsd and #9 resistor and fuel filter. it starts right up and idles fine but just wont go over 3k. just dont know what else to check any help thanks.
